The government now has 14 ministries, three ministerial-level agencies , and five agencies under the Government . This restructuring follows the principle of consolidating multi-sectoral and multi-functional ministries, ensuring that each task is assigned to a single agency, preventing overlaps, and enhancing administrative efficiency. In recent days, the Government has issued new decrees defining the functions, responsibilities, and structures of these ministries and agencies. To ensure the smooth transition of administrative procedures, Permanent Deputy Prime Minister Nguyen Hoa Binh recently signed a directive on behalf of the Prime Minister, emphasizing the need for uninterrupted public services for individuals and businesses during the restructuring process. On behalf of the Politburo, Permanent Member of the Party Central Committee’s Secretariat Tran Cam Tu recently signed and issued Conclusion No. 127-KL/TW, which outlines ongoing research and proposals to further reorganize the political system. This includes considerations for merging certain provincial-level agencies, eliminating district-level administrations, and consolidating some commune-level entities. The proposal also explores the feasibility of implementing a two-tier local governance model—encompassing party organizations, government bodies, and mass organizations—to enhance operational efficiency and effectiveness. The Politburo and the Secretariat have emphasized the need for strong political commitment to complete this complex restructuring process. The final proposal is expected to be submitted to the Party Central Committee by April 2025.
